Credit and thanks go to both Tavanaka and LordHothead of Project Jenova for explaining to me that the phrase is "shikei", which translates into "death penalty" or "capital punishment." Well, that certainly fits with the strip, so I must surely have known what I was doing when I made it back in 2002.
